Employing Senior Citizens: A Safety and Health Perspective

In the Philippines, the elderly population is growing rapidly. By 2030, it is estimated that one in every four Filipinos will be over the age of 60. This aging population presents a number of challenges, but it also offers many opportunities.

Republic Act No. 10911, or the Anti-Age Discrimination Act of 2016, prohibits discrimination on the basis of age in employment, education, and access to public and private services.


The law defines age discrimination as "any distinction, exclusion, or restriction made on the basis of age which has the effect or purpose of nullifying or impairing the enjoyment of equal rights and opportunities in employment, education, and access to public and private services."


The law also prohibits employers from imposing age limits on job postings, unless the age requirement is a bona fide occupational qualification (BFOQ). A BFOQ is a job requirement that is reasonably necessary to the normal operation of a business and that cannot be accomplished in another way.


Employers who violate the Anti-Age Discrimination Act may be subject to fines and penalties.

  • Conduct a workplace hazard assessment: Identify all potential hazards in the workplace and develop a plan to mitigate them.
  • Provide regular safety training: Train all employees, including senior citizens, on how to identify and avoid workplace hazards.
  • Provide ergonomic workstations: Ergonomic workstations can help to reduce the risk of musculoskeletal disorders.
  • Provide flexible work arrangements: Flexible work arrangements, such as part-time work and telecommuting, can help senior citizens to manage their health and work-life balance.
